Context
Nestled just north of downtown Tampa and along the scenic Hillsborough River, Sulphur Springs is a historic community with deep roots in the city’s vibrant past. Established in the early 1920s, this neighborhood was once a thriving destination with people drawn to its namesake natural springs and a bustling atmosphere. Today, Sulphur Springs is ready to embrace a new chapter that meets the needs of its residents and plans for the future.
Purpose
The Sulphur Springs Neighborhood Action Plan aims to reinvigorate this neighborhood of approximately 10,000 residents, enhancing its facilities, amenities, and overall quality of life. Through a collaborative approach involving residents, local businesses, property owners, community organizations, and City departments, we will identify and implement meaningful actions to foster a thriving, resilient, and inclusive community.
This plan will reflect the aspirations of the Sulphur Springs community and integrate best practices in city planning. Together, we will create a roadmap to support Sulphur Springs as a vibrant neighborhood where history, culture, and opportunity unite.
Future
After a Neighborhood Action Plan is adopted, it becomes a guiding document to direct actions, investments, and policies aimed at achieving the outlined goals for the neighborhood. The plan serves as both a roadmap and a reference for decision-making, ensuring that efforts align with the community's needs and priorities. Here's how a NAP is typically used post-adoption:
- Actionable Strategies
-Guides investments in infrastructure such as roads, sidewalks, parks, and utilities.
-Informs updates to zoning ordinances, land use plans, and housing policies to support the neighborhood’s goals.
-Drives the creation or enhancement of community programs, such as job training, social services, or youth activities. - Funding and Budgeting
-Helps the city prioritize the allocation funding for projects and initiatives identified in the plan.
-Serves as evidence of community needs and priorities when applying for state, federal, or private grants. - Coordination and Partnerships
-Encourages collaboration between public agencies, community organizations, and private developers to execute components of the plan.
